Operational Needs Assessment – The Boston Regional Metropolitan Planning Organization (MPO) develops a new Long Range Transportation Plan (LRTP) every four years, according to federal requirements and reaffirmed by the most recent federal Transportation Reauthorization Act.

The LRTP establishes a vision for the future transportation system for the Boston area, establishes goals and objectives to achieve the vision, and identifies transportation projects and programs that support the vision and goals.

This is an important tool for planning the future of the Boston area. This needs assessment report provides information about the various parts of the transport system, their current status, how the system is used and the future use of the system.

For MPOs, the PBPP is a comprehensive planning practice that reflects the MPO’s continuous, collaborative, and comprehensive (3C) urban transportation planning process. This includes carrying out various activities and producing various products in coordination and consultation with all relevant institutions, organizations and stakeholders (including the general public). The MPO develops indicators used to monitor and report transportation characteristics to assess progress toward the MPO’s goals. Through the PBPP practice, MPOs commit to making long-term and short-term transportation investment decisions based on their ability to meet the MPO’s established goals.

This needs assessment report will guide the MPO’s decision-making on how to meet the Boston area’s transportation needs through the LRTP, and provide guidance on which projects to fund under the TIP and which research to conduct through the UPWP. Officials estimate that the cost of meeting all of the Boston area’s identified needs will exceed expected financial resources between now and 2040. Therefore, prioritizing needs is critical to guiding investment decisions in the Boston area.

Systems Operations Assessment

The information contained in the needs assessment was used to establish a baseline for the MPO’s performance measurement process and to monitor progress toward the MPO’s goals and objectives for the transportation system.

An important first step in developing LRTP and MPO PBPP practices is to collect, organize, and analyze existing data sources on current transportation systems and future conditions. The Boston area’s asset system must be inventoried before determining how to address the problem within future funding constraints. This process allows the MPO to understand the many needs that all modes of transportation must address.

The intersection of forces such as an aging population, increasing diversity and restructuring of the economic structure will create a region in 2040 markedly different from today. Therefore, it is important to clarify where people live, work and how they go about their daily activities in order to determine how they use the transport system.

MPO staff and staff from the Metropolitan Area Planning Council (MAPC), the Boston area’s land use planning agency, developed detailed socio-economic and land use projections for 2040.

And assessing its needs. The Massachusetts Department of Transportation (MassDOT) led the process by creating a forecasting committee with members from the Boston area MPO, other MPOs in the state, MAPC, and other relevant state agencies. This commission oversaw the development of regional population, workforce, household, and employment projections for each MPO in Massachusetts.

Chapter 2 of this needs assessment describes the process of establishing current and future socio-economic projections for 2040. Current and future socio-economic forecasts are used in the MPO’s Regional Tourism Demand Model, which analyzes the current and future state of the transportation system.

Needs assessment data were drawn from a variety of sources to document the current state of the Boston area’s transportation network. Sources included the MPO’s CMP and various databases maintained by MassDOT, the High-Crash Database, the Massachusetts Household Travel Survey, and the Massachusetts Bay Transportation Authority (MBTA) Long-Term Capital Plans.

Chapter 2 of this needs assessment also describes existing transport systems. Chapter 3 describes the regional travel patterns projected by the MPO’s tourism demand model. The tourism demand model provides analysis for both the 2016 base year and 2040 non-construction conditions. In addition to projects completed and in service by the end of 2016, the 2040 No-Build Network reflects all other projects completed between 2016 and 2018, projects under construction at the time of analysis, and their counterparts. The first year of TIP was programmed in the 2019-23 federal fiscal year. Chapter 3 also provides information on highway, transit, freight, bicycle and pedestrian travel modes using base year (2016) conditions and predicting future travel patterns (2040). This information was used to identify regional transportation needs, as summarized by the MPO’s target regions in Chapters 4-9.

MPO staff relied on public information to supplement its own analysis of existing and future transportation needs in the Boston area. Staff conducted public outreach in 2017 and 2018 to assess needs. During online and in-person contacts, MPO staff received a variety of feedback regarding transportation needs and improvement opportunities.

The Boston Area MPO’s vision, goals, and objectives are an important part of the needs assessment. Therefore the MPO’s needs assessment is set up by target areas and provides an overview of the transport needs of the region. In addition, input gathered during the needs assessment process was used to revise the vision, goals and objectives adopted as part of the previous LRTP.

MPO staff developed a needs assessment following the above procedure and presented summaries of these findings by target areas contained in Chapters 4-9. Specifically, the staff recommends programs, research, and actions that MPOs should continue or initiate. This summary was used to identify investment programs for inclusion in investment programs.

The MPO outlines this requirement in discussions for transportation financing planning for major infrastructure projects (projects costing $20 million or more and/or adding capacity to the transportation system).
