Functional Behavior Assessment – FBA is a functional behavioral assessment. The Education for Persons with Disabilities Act does not define how functional behavioral assessments are conducted. The process may vary with the individual needs of the child. However, some specific steps are always part of this type of assessment. The process begins with identifying the specific behavior that needs to change. If a child has a lot of problem behaviors, it’s important to focus on one or two of the most serious behaviors. Problem behavior is explained in a way that helps everyone understand exactly what the behavior is.
2. What is different in the places where the problem behavior occurs? Can they relate to how the child and teacher feel together? Is the number of other students or the work required of a child causing problems? Can a child’s timing or mood affect behavior? Was there a bus problem or a row in the aisle?

3. Is the behavior likely to occur under a particular set of circumstances or a particular setting? What events seem to support the problematic behavior?

A hypothesis is an educated guess, based on data. This helps predict where and why problematic behavior is most likely to occur, and where and why it is least likely to occur.
The team develops and implements positive behavioral interventions that are written into the child’s IEP or Behavioral Intervention Plan.
If children have behaviors that harm them or others, they may need a crisis intervention plan. Crisis interventions must be developed before they are needed. The team must decide which behavior constitutes a crisis and what they (and the child) will do in a crisis. By having a plan that guides action, teachers can help children through difficult emotional situations.

Following the FBA, the team conducting the assessment should consider whether to develop a Behavioral Intervention Plan (BIP) to address the behavior. A BIP should be developed or updated when an FBA has been conducted after it has been determined that the student’s behavior is a manifestation of his or her disability. At a minimum, the BIP includes a description of the problem behavior, a hypothesis about why the problem behavior occurs, and an intervention strategy that includes positive behavior support and services to address the behavior.
